This is because the business may be part of a larger group that wants to indulge in some experimentation etc. and they like to use the consistent business to bring in the money. Like a bread-and-butter sort of business. I find that not requiring a contract seems to help those who have already been burned by other firms offering SEO services they cannot fulfill.  I would imaging most young firms that are capable of the work and can show some results would benefit from not requiring a contract.  Once you become more established, you would need one to help filter client requests.
